Judge Kevin Jeffery emerges as a pivotal figure in the technological evolution of Independence County, earning well-deserved recognition for his pioneering efforts in broadband connectivity. In a visionary move, Judge Jeffery strategically founded the Independence County Broadband Committee in early 2023, setting the stage for a transformative era. His foresight has positioned Independence County to harness a monumental $1 billion in Broadband Equity Access Deployment funding from the federal government, marking an unprecedented milestone in broadband history.



At the helm of this initiative, Judge Jeffery orchestrates a collaborative dance with the Arkansas State Broadband Office, ensuring that Independence County's internet service providers are integral players in the economic landscape shaped by this historic funding program. Carly Dahl and Dustyn Bork stand as an unparalleled arts and culture dynamic duo, shaping the creative landscape of our community with visionary initiatives. Carly, the founder of the Artoberfest arts festival in 2016, has propelled it into its eighth consecutive year, becoming a cornerstone of cultural celebration. In 2024, her leadership extends to the Batesville Area Arts Council (BAAC), where she masterfully expands workshops and galleries to accommodate the burgeoning community engagement, leaving an indelible mark on the local art scene.


Complementing Carly's endeavors, Dustyn Bork's artistic journey takes a global turn as he earns a coveted spot among ten artists worldwide at the Mark Rothko Artist Painting Residency and Symposium in Daugavpils, Latvia. As an artist in residence, Dustyn creates works inspired by the locale, now preserved in the museum's collection. Back home, Dustyn pioneers the Lyon College Murals Program, collaborating with students and community stakeholders to bring to life over 15 large-scale murals, transforming the Batesville Area into a vibrant canvas.


Together, Carly Dahl and Dustyn Bork transcend boundaries, not only fostering artistic expression but also nurturing the next generation of talents through initiatives like The Lyon College Kresge Gallery's annual exhibition for high school students. Dr. Sam Cooke, the immediate past president of Poke Bayou Foundation, emerges as a true steward of nature and community enrichment. Under his visionary leadership, the board orchestrated the meticulous planning of small craft accesses along Poke Bayou and a trail connecting Riverside Park to downtown. This collaborative effort, involving the City and Chamber of Commerce, opens up the final four-mile stretch of Poke Bayou for recreational floating, promising a haven for nature enthusiasts.


Beyond access planning, Dr. Cooke's dedication extends to safeguarding the water quality of Poke Bayou throughout its watershed. In the heart of our community, Ashley Engles stands as the visionary architect of joy, unity, and freedom, earning well-deserved recognition for her extraordinary commitment as the event planner behind Celebrate America's renowned 4th of July extravaganza. As Celebrate America marked its 26th year in 2023, Ashley, a dedicated member of Citizens Bank for 22 years, has been the driving force for an impressive 12 years.


Under Ashley's passionate leadership, Celebrate America has evolved into a multifaceted celebration, offering opportunities for entrepreneurs, providing a stage for musical artists, and fostering robust local partnerships. Her unparalleled skills shine through in orchestrating a full day of festivities, culminating in one of the largest firework displays in the state.


Ashley's commitment and hard work are at the core of this vibrant event, forging a tradition that not only symbolizes the nation's freedom but also unites the community in a shared celebration of joy and camaraderie. Her ability to seamlessly integrate various stakeholders reflects a dedication to creating a memorable experience for individuals from all walks of life to join in commemorating the nation’s independence. 


Renee' Martin, beyond her role as a dedicated State Farm agent, stands as a community leader whose impact resonates far and wide. Serving on the board of Independence County Economic Development, Renee' played a pivotal role in the success of securing a 1/2 cent tax, channeling economic development funds to foster partnerships with the State and attract businesses to Batesville. Her tenure as secretary witnessed the establishment and renewal of the entity, resulting in the addition of several new businesses and the acquisition of land for the expansion of Flowers Bakery and Intimidator.


With an extensive leadership portfolio, including roles on the Chamber board, Vital Link board, Independence County Economic Development board, and the Batesville Kiwanis board, Renee' brings a nuanced understanding of the dedication required to shape a community. As the chairperson for the Batesville Kiwanis Christmas Parade, she has orchestrated remarkable growth in participation and crowd support over the past three years. In collaboration with Main Street Batesville, the parade has become a highly anticipated event, drawing visitors from outside the area and even other states to witness the spectacle and explore the enchanting light display. Renee' Martin's steadfast dedication forms a mosaic of advancement and community unity, casting a brilliant light on the vibrant identity of Batesville for all to witness and appreciate.


Pam Palermo, a dynamic force for Lyon College, emerges as a community shaper, recognized for her exceptional efforts in organizing cultural and special events that unite the local community, alumni, and statewide friends of the college. As the overall coordinator of the Arkansas Scottish Festival, Pam ingeniously merged it with Lyon College's homecoming, transforming it into one of the county's largest events. Her dedication is evident in expanding partnerships, fostering connections between the college and the community.


Pam's impactful initiatives extend to Lyon College events that raise funds for vital causes, from Family Violence Prevention to supporting White River Health. Notably, she pioneered Lyon's inaugural Veteran's Day program, inviting veterans from the region to an ROTC-run service and a campus-wide BBQ, honoring community veterans.


A catalyst for community engagement, Pam organized Lyon's inaugural community swap meet and yard sale, providing a platform for scores of community members. Additionally, she leads the coordination of eclipse festivities at Lyon, ensuring a vibrant experience for tens of thousands drawn to witness the total eclipse.


Instrumental in developing Lyon's facilities as a welcoming host site, Pam provides event management services to various community groups and businesses, fostering a collaborative and inclusive environment. Her commitment to community building exemplifies Lyon College's impactful role beyond academics.


Amy Finster stands as a passionate force, dedicated to uniting people for the greater good, with a focus on expanding educational opportunities, enhancing personal fitness, and boosting tourism. Drawing on her background as a Registered Dietitian, her appreciation for scenic Arkansas, and a profound commitment to community improvement, Amy has become a  for positive change.


Amy's personal fitness journey naturally led her to spearhead White River Health's 5K team, where she seamlessly connected with the local running community and redirected the event's proceeds to address a pressing community need—food insecurity in local school pantries. The 5K, under Amy's guidance, raised substantial funds, making a meaningful impact on students facing hunger during critical times.


Beyond the 5K, Amy championed the establishment of school-based clinics in the Batesville School district, revolutionizing healthcare access for students and employees through telemedicine technology. Her efforts have significantly reduced absenteeism and enhanced healthcare accessibility.


Amy's ability to channel the passions and needs of diverse groups into action is evident in initiatives like the Cave City School district scrub club, where White River Health Internal Medicine Residents collaborate with students to explore healthcare careers. Amy's community involvement extends beyond schools, contributing to regional tourism and organizing events that not only showcase the beauty of the region but also raise funds for important causes.

Wiley Osborn emerges as a community architect, crafting his greatest achievement not in solitary triumphs but through the rich tapestry of relationships that enable him to lead by influence. Engaged in various transformative groups over the years, Wiley has blazed the trail for reshaping how industry and the community interact, leaving an indelible mark on both.


His recent pivotal role on the IMPACT-Independence County Education Foundation Board of Directors exemplifies his commitment to giving industry a resounding voice in the education sector. Wiley's impact is profound, with notable initiatives including the founding of the RISA Scholarship, a beacon of support for UACCB students in Industrial Technology courses. He leads the Toro Foundation sponsorship of the Skills Development Lap at UACCB, fostering continuous workforce development.


Wiley's leadership extends to the development of the Intimidator Group Engineering Pathways, forging crucial partnerships with local high schools. His involvement in various committees, from UACCB Adult Education Advisory Council to the WIOA Disabilities Sub-Committee, showcases his multifaceted contributions to community advancement.

Dr. Rachel Baker and Dr.Lesley Milton stand as visionary dentists, trailblazing innovative practices not only within Independence County but across our state. Faced with a shortage of dental providers catering to young patients, these dream dentists have risen to the occasion, collaborating with Excel by Eight for the Healthy Smiles initiative. Recognizing the paramount importance of families and their children establishing a dental home early on, Dr. Baker and Dr. Milton are champions for a healthy future.

Their commitment to community service knows no bounds as they strive to serve as many patrons as their time allows. Renowned for their family-friendly practices, these dentists are natural choices for providing oral health education. Drs. Baker and Milton generously volunteer their time and talents, actively engaging in preventive measures through screenings and training sessions for schools, medical providers, and home visitors, contributing to the development of the Healthy Smiles network.

Landon Downing and Micah Beard, distinguished leaders and colleagues, are being celebrated for their remarkable contributions to IMPACT Independence County's community development efforts. As pivotal figures in the Building a Better Batesville bond refinance campaign, they played a crucial role in leveraging existing bonds to fuel the Riverside Park redevelopment initiative.


Micah Beard, the Regional President of Citizens Bank, brings 27 years of banking expertise to the community. His commitment to service extends beyond banking, serving on various boards, including the White River Health System Advisory Board and the Lyon College Board of Visitors. Micah is renowned for his leadership in the Arkansas Sheriffs Youth Ranches and his involvement in community development.


Landon Downing, Vice President and Commercial Loan Officer at Citizens Bank, is a dynamic force in community banking. Actively engaged in Leadership Batesville and serving as the Chairman of the IMPACT Foundation Board, Landon demonstrates a profound commitment to community development. His involvement in various boards, including Woodlawn Inc. and Batesville Downtown Foundation, showcases his dedication to enhancing the community.


Together, Landon and Micah have not only led Citizens Bank’s philanthropic efforts but also lent their voices and leadership to propel IMPACT's vision for almost a decade. Boris Dover, a titan in both professional and philanthropic realms, is recognized for his extraordinary contributions to IMPACT Independence County's community development initiatives, particularly this year’s Building a Better Batesville bond refinance campaign. As the President and Chief Operating Officer of First Community Bank, Boris brings over 40 years of community banking experience to the forefront. Under his leadership, the bank has burgeoned from its inception in 1997 to become the ninth largest bank chartered in Arkansas, with 33 locations across Arkansas and Missouri.


A Batesville native and a distinguished alumnus of Batesville High School, Boris Dover's commitment to education is mirrored in his Bachelor of Science degree from Arkansas State University. Actively engaged in his community, Boris serves on multiple boards, including First Community Bank, First Community Bancshares, Inc., and White River Planning & Development District. He's a dedicated member of the Kiwanis Club of Batesville and has previously chaired the board for White River Health.


Boris Dover's impact transcends banking; he has been a steadfast supporter of various organizations, including the Batesville Area Chamber of Commerce, Old Independence Regional Museum, and the Arkansas Sheriffs’ Youth Ranches. His extensive service on boards, such as the Batesville Utilities Commission and the American Red Cross, showcases his commitment to shaping a better future for Independence County. Boris Dover's legacy is one of leadership, dedication, and a profound impact on community development.

Cathy Drew, an innovator in tourism development which heavily impacts Arkansas and the Ozark Gateway Region, boasts over 27 years of dedicated service to the industry.  Starting her career at The Media Market Inc., Cathy played a crucial role in designing the region's tabloid in the pre-digital era, showcasing her creativity and determination. In 2000, she transitioned to the Ozark Gateway Tourist Council, spearheading transformative initiatives.


As an Independence County Election Commissioner, Cathy contributes to the democratic process. Actively engaged in various clubs and organizations, including serving as President of the Batesville Rotary Club, she received accolades such as Rotarian of the Year and three Paul Harris Fellow awards. Most notably, she was inducted into the Arkansas Tourism Hall of Fame in 2018. 


Cathy initiated the transformation of the Ozark Gateway Tourist Council's marketing approach, expanding ad sales, launching a successful golf tournament, and embracing digital platforms to reach diverse audiences. Cathy Drew's commitment to tourism development has significantly shaped the region's promotional landscape.


Kyle Gaither and Stacy Gunderman, a dynamic duo, are celebrated as powerhouses for their exceptional leadership in IMPACT Independence County's community development initiatives and their unwavering advocacy for quality of life improvements, especially support for the Building a Better Batesville campaign. Kyle played a pivotal role in transitioning FutureFuel, their company, from a part of a major multinational corporation to a standalone, self-sufficient publicly-traded entity. His involvement spans organizations like First Baptist Church, the Batesville Area Chamber of Commerce, White River Health System's Community Advisory Board, United Way of North Central Arkansas, and the Community Enrichment Organization.


Stacy, reflecting on her achievements, highlights the rapid creation of HR systems for FutureFuel in a mere 45 days during a crucial transition. Her passion for community improvement is evident in her impactful roles, from selecting Crystal Johnson as Chamber CEO to contributing to the establishment of significant job opportunities through the UACCB Board of Visitors. Stacy's dedication extends to supporting local initiatives like Our Father's Table, Arkansas Sheriff’s Youth Ranch, Independence County Library, Lyon College, St. Mary's Catholic Church, and various arts organizations. Their strategic vision, crucial for attracting and retaining healthcare professionals, is exemplified in the corporate rebrand to White River Health—a symbol of their dedication to lifelong community partnership.


Advocates for a workplace culture that fosters empowerment, enabling employees to provide outstanding healthcare and extend their compassionate reach far beyond hospital confines, Paxson and Smotherman establish a leadership benchmark. Kevin Rose, the esteemed Market President of Centennial Bank in Batesville, stands as a community titan, recognized for his unwavering support and invaluable guidance in various community development initiatives. With a notable career spanning over a decade, Kevin's dedication to Batesville's growth is evident.


A proud native of Pocahontas, Kevin began his banking journey in his hometown, accumulating 13 years of experience before assuming the pivotal role at Centennial Bank. His academic achievements include an associate of arts degree from Black River Technical College and a Bachelor's in Finance from Arkansas State University.


In 2016, Kevin's exceptional leadership and outstanding loan production at Centennial Bank earned him the prestigious Chairman's Award from Johnny Allison, Chairman of Home Bancshares. Further highlighting his influence, Kevin was named an honoree on the Arkansas Business 40 under 40 list in 2017.


Passionate about community service, Kevin has actively contributed to various organizations, including the United Way of North Central Arkansas, Vital Link, and the Batesville Area Chamber of Commerce. His commitment extends to leadership roles, serving as Troop Leader for a local Cub Scout Troop and currently as Chairman of the Independence County Shooting Sports Complex.


With a decade of service on White River Health boards, Kevin is in his fourth year as the Chairman of White River Health Board of Directors. His active involvement also extends to educational institutions, as he serves on the board of directors for the University of Arkansas Community College at Batesville Foundation and the University of Arkansas Foundation.

Thomas Bryant, a retired city councilman, has dedicated a lifetime to public service in Independence County and the city of Batesville, notably representing Ward 1 for over 14 years on the city council. A forward-thinking and progressive leader, Tommy's unwavering commitment has always centered around the relentless pursuit of excellence for our city's development.


His lasting imprint is visible across numerous community projects, from his contributions under the planning and zoning commission to the Equalization Board. Tommy played a pivotal role in a city sales tax initiative in 2009, addressing crucial infrastructure needs. His influence extends to the Batesville Community & Aquatics Center facilities, the city's advertising and promotions program, and an economic development partnership with the Batesville Area Chamber of Commerce.


Tommy's legacy goes beyond projects; he served as the community's resident researcher for nearly two decades, leaving a far-reaching impact through his dedication. Thomas Bryant stands as a beacon of civic leadership, shaping the trajectory of Batesville's growth and development.


Dale Cole stands as an icon, honored for decades of unwavering dedication to the development of Batesville and the surrounding areas. Renowned as a community philanthropist, Cole tirelessly supports initiatives enhancing the quality of life and advancing educational opportunities for residents. His visionary leadership sets him apart among community leaders, envisioning long-term success and serving as a beacon of hope for a prosperous future.


As the esteemed chairman and CEO of First Community Bank, Cole's impact extends beyond banking, influencing numerous boards and organizations. His career, which began in 1974 with Texas Bank and Trust Company, evolved through key roles in Texas and Arkansas, culminating in the founding of First Community Bank in 1997. Today, with 33 full-service branches across two states, the bank stands as the ninth largest chartered bank in Arkansas.


Dale Cole's legacy of leadership, philanthropy, and commitment to community service exemplifies an unwavering dedication that has left an undeniable impact on the region.


Mayor Rick Elumbaugh is celebrated for his unparalleled leadership in steering the City of Batesville towards remarkable growth and prosperity. As the longest-serving mayor in Batesville's history, he has overseen unprecedented development, fostering a sense of community pride and engagement. Mayor Elumbaugh's strategic initiatives include crucial investments in wastewater and water infrastructure, enhancing the region's economic vitality. The city boasts state-of-the-art recreation facilities, a testament to his commitment to community well-being. His innovative approach extends to the spectacular holiday light display, transforming Batesville into the "Christmas Capital of Arkansas." With a rich background in public education and three decades managing the city pool, Mayor Elumbaugh brings a wealth of experience to his role. Ted Hall, a revered figure in the community, is well-known for offering invaluable wisdom drawn from his extensive leadership experience in the North Central Arkansas area. A cornerstone of the community, he most recently played a pivotal role in securing essential resources for the construction of an impressive senior center, catering to the needs of senior residents in Batesville. Ted is renowned for his dedication to the "Christmas Brings Hope" program, ensuring that those in need receive food boxes during the holiday season. 


His illustrious journey includes a background in education, from coaching and superintendent roles in the Southside and Batesville School Districts to a distinguished career as a Business Development Officer at First Community Bank. Notably, Ted's impact extends beyond education, having served as a Park Ranger for over 30 years with the US Corps of Engineers at Greers Ferry Lake, the President of the Arkansas Association of Area Agencies on Aging, and currently serves on AAAs’ national board of USAging.


His accolades, including the Shriners Community Leadership Award and Lyon College Friend of Education Award, reflect his enduring commitment to community development. Ted Hall continues to contribute significantly to the welfare of seniors and disabled individuals in Arkansas, embodying the spirit of an icon.


Dianne Lamberth, an esteemed female icon in our community, embodies unparalleled dedication to its development, leaving an enduring legacy of impactful involvement. With 26 years of service on First Community Bank's board of directors, Dianne has been a zealous community leader. Her tireless advocacy for children is exemplified by her pivotal role in establishing the Child Advocacy Center (CAC) in Independence County. 


Dianne's influence extends across various spheres, notably as Chairman of the Board for White River Medical Center, where she played a significant role in the hospital's reconstruction in Stone County. Her commitment to healthcare is further demonstrated by supporting the development of White River Health System's affiliation with the University of Arkansas for Medical Sciences, leading to the creation of the Internal Medicine Residency Program. Dianne's impact has earned her the prestigious Arkansas Hospital Association Distinguished Service Award. 


Beyond healthcare, Dianne has chaired the Board of Visitors at the University of Arkansas Community College in Batesville, served as Secretary for the Board of Trustees at Lyon College, and contributed to the Independence County Education Foundation Board. A University of Arkansas graduate with a Master of Education, Dianne's diverse professional journey includes roles such as a former Lyon College instructor and owner at Atlas Asphalt/White River Materials, Inc. and The Course at Eagle Mountain. Additionally, she holds the esteemed titles of Lyon College Teacher of the Year, and has been a generous supporter of the Batesville School District Baseball program, marked by the dedication of Dianne Lamberth Field. She has previously served as President of the Batesville Area Chamber of Commerce and Chairman of the Batesville Parks & Recreation Commission, showcasing her multifaceted leadership of our community. 


Jan Smith, a driving force behind regional development, serves as the Executive Director of the White River Planning and Development District (WRPDD), a non-profit agency dedicated to fostering progress across a 10-county region headquartered in Batesville. With a tenure dating back to 1979, Jan's journey at WRPDD has been marked by unwavering dedication, beginning as the Director of Planning and Economic Development before assuming the role of Executive Director in 2017.


At the helm of WRPDD, Jan orchestrates diverse initiatives, ensuring seamless coordination of program planning, budgets, and regional development projects. Her role involves engaging with a 32-member Board of Directors, fostering collaborations with federal, state, and nonprofit agencies, and championing economic development tools. Notably, Jan's regional reputation includes successfully securing Economic Development Administration (EDA) funds, earning her the prestigious "Star of the Southwest Award" for her pivotal contributions to projects like the FutureFuel rail spur, Ozark Mountain Poultry, Independence County bridge developments, Independent Stave, and LifePlus.


Beyond her pivotal work at WRPDD, Jan extends her commitment to the community by actively participating on the boards of various organizations, including the Independence Regional Museum, Arkansas Association of Regional Solid Waste Management Districts, Arkansas Recycling Coalition, Arkansas Economic Developers, Community Development Society – Arkansas Chapter, and Southwest Regional Economic Development District Association. Her multifaceted contributions have significantly shaped the trajectory of regional development, establishing her as a respected figure and force for positive momentum in the White River region. 


Bill Walmsley, Chairman of the Independence County Library Board, stands as an exemplary figure, dedicated to shaping the trajectory of regional literacy and community service. Appointed in 2015 and nominated as Chairman in 2016, his leadership has been pivotal. Bill's impact on the library is evident through the initiation of its withdrawal from the White River Regional Library system, the acquisition of the current location at the historic Barnett Building in 2016, and the opening of the library at this site in 2018.


Recognized with the Bessie B. Moore Award in 2022 for his selfless commitment, Bill's contributions extend beyond governance to philanthropy, as evidenced by his generous donations, including the Naming Rights for the Janis M. Walmsley Public Meeting Room. His tireless efforts and strategic initiatives have transformed the Independence County Library, making it a beacon of knowledge and community engagement. The library's success owes much to Bill Walmsley's catalytic influence and steadfast dedication.
